When i perm an item i get the message “This Item Is Patched And CAN NOT Be Permed!!!” what does this mean?
This means that club penguin has stopped this item from being added to your penguin account.
Where can i find items that can be permed?

I got a message about bait then the trainer closed what is that all about?
A bait item is a bad item that would normally ban your penguin. BUT the trainer will close to stop your penguin being banned.
Why cant i get the Ninja and EPF items?
CP has made it so you have to play the game or buy the ds game to get these items.
